Voting Yes is the only reasonable response.
They need more money in these uncertain times to get them through commercialization, more possibly more covid delays, possibly to kick off an AML trial judging by the size of the dilution.

The # of outstanding shares available is not necessarily the amount of shares they will take to market - it is the upper cap allowable, that is all.
